Below are some tips for completing the final paper. The topic of this paper is likely new to most of you so do not wait until late on Sunday to start the paper. You will need time to digest the content before you can begin writing.

You are going to answer the following question: What is the best approach for developing a national cybersecurity strategy? To answer this question you will write a five (5) to eight (8) page white paper in which you summarize your research and discuss the similarities and differences between two guidance documents (ENISA and CTO).

I suggest the following headings for your paper. These headings should help you include all of the required elements.

Introduction – Your introduction should explain the purpose of a national cybersecurity strategy and how the strategy might be used. Make sure to answer the question: Why should every nation have a cybersecurity strategy? Your introduction should also address the importance of such strategies to small, resource-poor nations as well as to wealthy, developed nations (think about what you wrote for your week 8 discussion response). You might also want to mention the competition, since you are writing this paper for the prize 😊. The introduction appropriately used information from 3 or more authoritative sources.

Similarities between ENISA and CTO – You might first explain the origin of the two strategies and who uses each before you begin addressing the similarities. Develop at least five (each cited) examples/points that are common in both documents. Do not just list your five examples using bullets – explain each example. This section should have three sources.

Unique Aspects of CTO – Identify and explain (cited) at least three unique items found in the CTO document that are NOT included in the ENISA document. Do not just list the three examples using bullets – explain each example. This section should have three sources.

Answering the Competition Question – Using what you learned in your research, and what you know about the two documents, answer the following question, β€œwhat is the best approach for developing a national cybersecurity strategy?” Here you will present your recommendations for the steps a country would take to develop the strategy. These recommendations should be derived from your research and be cited. Do not make recommendations out of the blue (i.e., you did not cover the item in your paper.) This section should have three sources.

Summary – Summarize your research and recommendations. Recap what you covered in your introduction. The introduction tells the reader what you are going to tell him/her in the paper. The summary tells the reader what you told him/her in your paper. This section should have at least two sources.
